Scientists create AI based system that translates thoughts into speech

Scientists have first time created an artificial intelligence (AI) based system that directly translates thoughts into intelligible, recognisable speech.

The research will help people who cannot speak regain their ability to communicate with the outside world.

The technology developed by researchers from Columbia University in the United States can reconstruct the words a person hears with unprecedented clarity.

The technology , which harnesses the power of speech synthesisers and artificial intelligence, could lead to new ways for computers to communicate directly with the brain.

UK Parliament approves Brexit amendment on replacing Irish border

In Britain, lawmakers voted in favour of an amendment in BREXIT plan seeking alternative arrangements to replace the Irish border arrangement known as the Irish backstop.

With this, PM Theresa May will try to renegotiate the Brexit treaty with European Union.

The amendment calls for the backstop to be replaced with unspecified "alternative arrangements" to avoid the reintroduction of border checks in Ireland.

However, European Union has repeatedly said it does not want to reopen the treaty, which has been signed off by the other 27 EU leaders, and said the "backstop" was needed as a guarantee to ensure there can be no return to a hard border between Ireland and the British province of Northern Ireland.

The backstop is aimed at keeping an open border between European Union-member Ireland and British-ruled Northern Ireland after Brexit.

Another amendment, rejecting a no-deal Brexit, also won the support of Parliament yesterday.

The vote was non-binding and the date for Brexit remains 29 March.

An economic development summit was held in Lebanese capital Beirut concluded on Sunday

Organized by the Arab League, the 4th Arab Economic and Social Development Summit is attended by three Arab leaders; the Lebanese President Michel Aoun, Qatar’s Sheikh Tamim bin Hamad Al-Thani and Mohamed Ould Abdel Aziz of Mauritania.


it was agreed that all donor countries and Arab funds should work shoulder to shoulder to ease the suffering of Syrian refugees.

A consensus was also reached on financing development projects in refugee-hosting countries, the declaration read.

About 20 countries took part in the summit and issued a joint statement called the Beirut Declaration

most Arab states are represented at the summit by delegations at the ambassadorial level.

The summit also focussed on redevelopment plans in Somalia and Yemen.

Syria, whose Arab League membership has been suspended since 2011, and Libya are not taking part in the meeting.

The last Arab economic summit was held in the Saudi capital Riyadh in 2013.

The next Arab economic summit would be held in Mauritania’s capital Nouakchott in 2023.

The United Nations Educational, Scientific, and Cultural Organization (UNESCO) has announced that the Brazilian city of Rio de Janeiro will be the World Capital of Architecture for 2020.

Having defeated Paris and Melbourne, Rio will be the first city to receive the title under a program launched together by UNESCO and the International Union of Architects (UIA) in November last year.

The city will host the World Congress of UIA, in July 2020, an event that occurs every three years.

According to UNESCO, the World Capital of Architecture is intended to become an international forum for debates about pressing global challenges from the perspectives of culture, cultural heritage, urban planning and architecture.

As one of the oldest cities in Brazil, Rio has a mix of modern and colonial architecture, with world-renowned sites  and contemporary constructions like the Museum of Tomorrow.

Congo's Constitutional Court has declared the election of Felix Tshisekedi as the President and has rejected the challenges to the vote by runner-up Martin Fayulu.


The declaration came early this morning after the African Union  asked Congo to delay announcing the final election results.

The Union cited serious doubts about the election.

 It planned to send a high-level delegation on Monday to find a way out of the crisis.

However, the court turned away Fayulu's request for a recount in the Dec. 30 vote over charges of fraud.

More than 100 lawmakers from Theresa May's party who had opposed her Brexit bill voted to support her government.

Prime Minister Theresa May narrowly survived a vote of no-confidence in Parliament on Wednesday

The House of Commons voted 325-306 to reject the opposition motion of no confidence.

A day earlier, it dealt May a defeat on her negotiated agreement for Brexit, or the process of exiting the Europena Union.

Had it been successful, the no-confidence motion almost certainly would have ousted May and probably have forced a general election

  March 29 is the date for leaving the European Union.

Ordinarily, a prime minister would be expected to resign after suffering a big defeat on a signature bill.

The vote of 432-202 against May’s Brexit plan was by far the biggest loss for a government on a major issue in modern times.


  May is required to return to Parliament with proposals on how she intends to proceed.

Lawmakers then will have the opportunity to make new suggestions.

British Prime Minister Theresa May suffered a  defeat in Parliament over Brexit deal.


Prime Minister Theresa May's bid to get the Withdrawal Agreement, struck between Britain and European Union, passed by House of Commons was defeated by a margin of 202 to 432 - a majority of 230 votes.

This is the biggest defeat ever suffered by a British premier in modern history.


The  defeat also marks the collapse of her two-year strategy of forging an amicable withdrawal with close ties to the EU after the March 29 exit.

Soon after the defeat, opposition Labour leader Jeremy Corbyn submitted a motion of no-confidence against Prime Minister Theresa May 's government.

It will come up for discussion in the House today.

According to the Britain's parliamentary procedure, when a bill is rejected by the MPs, the prime minister has three sitting days to return to Parliament with a Plan B.

It is expected that Prime Minister Theresa May  will head to Brussels on Wednesday to try and secure further concessions from the EU before coming back to UK Parliament with a new proposal.

This could be put to vote by the MPs. Should this also fail, the Government will have another three weeks to come back with another alternative.

If the withdrawal agreement never gets through with Parliament, then in all likeliness the UK will crash out of the EU without a deal on March 29.

This would mean overnight EU laws and customs and the free movement of goods, services and people will cease.

China and the US on Monday held their first face-to-face negotiations in Beijing to ease a bitter trade war between the world's two largest economies.


The US and China have been locked in an escalating trade spat since early 2018, raising import tariffs on more than 300 billion US dollars of each other's goods.


Last year, US President Donald Trump imposed tariff hikes of up to 25 per cent on 250 billion US dollar of Chinese goods.


The move prompted China to increase tariffs on 110 billion US dollars of US goods. Trump and Chinese President Xi Jinping agreed to halt any further tariff increases for 90 days beginning January 1.


Deputy US trade representative Jeffrey Gerrish is leading the US delegation at the two-day talks with Chinese vice-ministerial counterparts.

The day is marked remembering the birth anniversary of Louis Braille, the inventor of Braille - for the people with visual disabilities.

Louis Braille was born on 4th January 1809 in the town of Coupvray in northern France. At the age of just 3, he lost his both eyes in an accident.

 This resulted into the invention of the of 6 dots- which is popularly known as braille .

United Nations observes the first official World Braille Day raising awareness on the importance of Braille for approximately 1.3 billion people living with some form of distance or near vision impairment.

World Braille Day is marked annually on January 4 after the day was proclaimed by the General Assembly last November, as a means of realising fully the human rights of visually-impaired and partially-sighted people, and bringing written language to the forefront as a critical prerequisite for promoting fundamental freedoms.

Around the world, 39 million people are blind, and another 253 million have some sort of vision impairment.

 Braille provides a tactical representation of alphabetic and numerical symbols so that blind and partially-sighted people are able to read the same books and periodicals printed as are available in standard text form.

 The UN Convention on the Rights of Persons with Disabilities (CPRD) cites Braille as a means of communication; and regards it as essential in education, freedom of expression and opinion, access to information and social inclusion for those who use it.

China's Chang'e-4 probe has successfully landed on the far side of the moon.

The local media reported the unmanned Chang'e 4 lunar lander and rover spacecraft touched down at 10:26 a.m. local time (02:26 GMT) on Thursday.

While past missions have been to the Earth-facing side, this is the first time ever a spacecraft has landed on the unexplored far side of the moon.

The probe is carrying instruments to characterise the region's geology.

The United States and Israel officially quit the United Nations Educational, Scientific and Cultural Organization (UNESCO) with the close of 2018.

The countries had announced their decisions in 2017 of withdrawing from the agency

America has demanded fundamental reform in UNESCO, which was co-founded by it after World War II to foster peace.

Israel joined the agency in 1949.

 It is best known for its World Heritage program, which designates cultural sites and aims to preserve traditions.

UNESCO also works to improve education for girls, promote understanding of the Holocaust's horrors, and to defend media freedom.

The withdrawals will not greatly impact UNESCO financially since it has been dealing with a funding slash ever since 2011 when both Israel and the US stopped paying dues after Palestine was voted in as a member state.
