The Constitution of India under article 148 estalishes the authority of  The Comptroller and Auditor General (CAG) of India.

All receipts and expenditure of the Government of India and the state governments, are audited by him

All other entities which are financed by govt or where Govt owns 51 % or more share capital are also audited by CAG

 Public Accounts Committees consider the CAG report in their work

The CAG is also the head of the Indian Audit and Accounts Department

The CAG enjoys the same status as a judge of Supreme Court of India

On the  recommendation by the Prime Minister The Comptroller and Auditor-General of India is appointed by the President of India
